Job Description:
 
The required position is for a Senior Project Manager to lead multiple Information Technology (IT) projects in support of the Michigan Department of Treasury. As a member of the Project Management Office (PMO), the project manager will follow the State's SUITE methodology (and required deliverables) and utilize the State's Project and Portfolio Management (PPM) too, to perform project planning through project closeout.
 
This PM will manage multiple high visibility projects. Primary focus will be on managing Treasury's Contact Center Program and Individual Income Tax (IIT) projects.
 
The vision of Contact Center Program is to provide a modern, reliable and secure platform while focusing on ease of implementation and enhancing taxpayer experience.
 
The primary goal of Contact Center Program is to improve existing contact center with focus on reliability, modernization, security and ease of implementation along with below listed specific goals
Enhance self-service experience to deflect agent-based interactions
Consolidate customer experience and communication channels across various tax types
Consolidate disparate systems
Modernize Interactive Voice Response (IVR) system
Modernize Servers and Database
Modernize Customer Relationship Management (CRM) system
Modernize self-service customer portal
Modernize phones
 
Treasury utilizes the Individual Income Tax (IIT) system for processing and management of individual income tax returns on the Unisys Mainframe. Approximately 5.5 million returns are processed each year. Information comes from a variety of sources, including JPMC and MI e-File. Results of this processing flow to many State Agencies as well as multiple Treasury bureaus.
Treasury utilizes the Garnishment and Levy (GAL) system to receive, offset, and administer garnishments and levies. Approximately $23 billion in garnishments and levies are loaded into GAL annually and approximately $117 million of garnishments and levies are offset annually by GAL.
Advanced experience managing programs of projects, complex projects or multiple projects. Demonstrated and advanced understanding of project management methodologies. Relies on experience and judgment to plan and accomplish goals. A significant degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
 
Designs, plans, and coordinates work teams.
Follows standard project management industry practices such as the PMI's framework.
Understands business and technical objectives of a project and works closely with project sponsor.
Creates project charter and work plan and tracks budget and schedule progress via appropriate metrics.
Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans.
Manages scope. Creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes. Negotiates resources. Communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers. Provides technical support to project team members. Handles complex application features and technical designs.

Required/Desired Skills:
 
Solid skills in project management utilizing a formal project management methodology.
Solid skills in project scheduling utilizing a project scheduling tool such as MS Project and a PPM tool like Clarity
Solid skills in Microsoft Word, Excel and PowerPoint.
Strong leadership and communication skills.
Ability to communicate technical terminology at levels appropriate to the audience both orally and in writing.
Experience in project planning, scheduling, tracking, issue/risk management, and status reporting.
Good experience of agile methodology, generating burn down chart, sprint plan, EPIC, theme, release (current assignments do not require agile exp)
Project Management Professional certification from PMI.
State of Michigan SUITE experience.
Experience developing Project Charter, Project Communication Plan, Risk/Issue Plan, Resource Plan and definition of budget estimates.
Experience managing SAP projects
Experience managing call center, integration in cloud and vendor management.
